EMS Training Compared To Training Required By Regulations

How is EMS Training different for other environmental training conducted at a typical facility? Most environmental training is conducted to comply with numerous regulatory requirements (e.g., RCRA training, SWPPP training, HazCom training, etc). EMS training has a different role in the overall environmental management program. EMS training is not required by any environmental regulation, but it a cornerstone to building an effective and sustainable management system. Elements of EMS training can be complementary to, and presented in conjunction with other routine compliance training.

To determine how EMS training is best integrated, all training should be PLANNED – meaning that the organization should consider what training is required and who needs to be trained. This assessment is usually produces a TRAINING MATRIX. This matrix may also include training necessary to meet regulations.

Some elements of EMS training fit more seamlessly into routine compliance training than others. The two primary types of EMS training are:

EMS Awareness Training. This is training given to both employees and contractors addressing a) environmental policy and procedures, b) the potential environmental impacts of their work, c) their roles and responsibilities, and d) the potential consequences if proper procedures are not followed. This is fairly high level training, and could easily be inserted into existing routine compliance training programs.

Operational Training. This is training given to individual employees and potentially some contractors on the specific procedures needed to perform their work, especially if their work could result in environmental impacts. Operational training is often required to meet other requirements, such as Quality Management Systems (ISO 9000). Because operational training is already conducted for employees at most facilities, a separate training to satisfy EMS requirements is not generally conducted. However, EMS related issues may need to be inserted into the existing employee training.
